In short, perhaps the most corrupt city on Earth that everyone is aware of except Blackview City. The Police have been bought out by the local mafia groups, judges are easily bribed, and a public official is more likely to sell you out for a price than listen to his moral compass. Crime is rife, particularly in the less-developed areas, but there is an Elite upper-class which live in a safe, seemingly untouchable bubble by the common man. Corporations seem to have more power than politicians, and the Mayor is more of a representative of the lobby that bought her out rather than being of the people.  Heroes, who are often referred colloquially as ‘vigilantes’ are appreciated by the very few in the police who still have some idea of right and wrong, but are largely hated and hunted upon by more powerful bureaucrats who claim that the justice system is still working and ‘vigilantes’ are “unnecessary”. There is plenty of scope and reasons for villains to crop up, and it is usually the really talented ones which the city has come to fear, yet are usually paralyzed to do anything about them. The best response one would get is generally the Mayor making a lengthy speech about things that are going to improve ‘within the system’. Though whether it happens or not remains to be seen, as is the case the majority of the time.

With regards to the architecture of the city, Blackview City once used to be referred to as the ‘Black City’, simply because it used to be a heavily industrialized place. Thus, as well as featuring many high-rise buildings, there are also many factories live and derelict, and more prominently, the city has a river running through it - dividing the city in half - of which the water is notably toxic; a subject of much historical controversy in the political arena.
